Good news for parents and guardians! The Department of Social Welfare and Development (DSWD) has made it easier to apply for a Travel Clearance for Minors with their new online system. No more long lines—everything can be done online!
If a child (below 18) is traveling abroad alone or with someone other than their parents, a DSWD Travel Clearance is required. Here’s what you need to know:
How to Apply
- Create an account on the DSWD’s Minors Traveling Abroad (MTA) Portal.
- Fill out the online form and upload the required documents.
- Pay the Php 300 processing fee.
- Wait for an assessment—a social worker will review your application and schedule an online interview.
- Get your Digital Blue Card once approved! This serves as the minor’s official travel clearance.
Basic Requirement
✔ Birth Certificate (PSA)
✔ Parents’ Marriage Certificate or proof of guardianship (if applicable)
✔ Affidavit of Support & proof of financial capacity (employment certificate, ITR, or bank statement)
✔ Valid IDs of Parents & Minor’s Passport (if available)
✔ Recent passport-size photo of the minor
Additional Requirements for Special Cases
- For students studying abroad – School acceptance letter or student visa
- For competitions, study tours, or camps – Invitation letter & sponsor certification
- For minors with disabilities – Medical certification
- For medical travel – Doctor’s recommendation & sponsor letter
- For orphans traveling with relatives – PSA death certificate of parents + proof of relationship
How Long Does It Take?
- Processing time: 3 working days (if all documents are complete)
- Validity: Valid for one travel
